This book starts slowly, but it gets better and better until it ends with a dramatic plot twist! Although this book takes place in Victorian England, there are many parallels to our times: fear of bombing by anarchists (terrorists), fear of immigrants and people who look different and have different religions, fear of police corruption, drug addiction, politicians who play on people's fears for personal and political advantage, etc. As always in this series, the recurring characters are interesting and admirable. This series should be read in order, but if you have read the earlier books, please stick with this one to the end. You will be glad you did!
